活動簡介|Introduction
談「難民」太遙遠?難民只在螢幕上?雖然台灣沒有《難民法》,也沒有難民審查及保護機制,但這不代表台灣沒有需要幫助的被迫遷徙者,來自香港、西藏、烏克蘭的「類難民」,其實就在我們身邊。他們有人提供同胞心理支持,療癒看不見的傷;或在異鄉奔走,讓家鄉故事被更多人知道。我們無法阻止天災人禍,但仍可以成為在台流亡者腳下的基石,讓他們前進的路走得更穩更踏實。「台灣難民週」邀請你歡迎加入難民虛擬家園,聽聽他們的生命經驗分享。
Refugee issues might seem distant to Taiwanese people, just something that happens on a screen in a faraway land. Although the Taiwanese government hasn’t passed any refugee law that would enable a refugee screening or protection mechanism, it doesn’t mean that we don’t have any asylum seekers landing and living with us.
De facto refugees from Hong Kong, Tibet, and Ukraine are among us. Some of them are offering support to their countrymen and healing their emotional trauma. Some are actively spreading awareness of the difficulties and stories of their hometown.
We can’t stop natural or man-made disasters, but we still can provide a welcoming refuge by being more understanding of their situation and being their champion. So they can rebuild their lives before settling in or going back to a permanent home, wherever it might be.

申武松/Oleksandr Shyn
申武松是現居台灣的烏克蘭籍倡議者,參與台灣烏克蘭陣線(Taiwan Stands With Ukraine)行動,籌備Ukraine+ Taiwan論壇,致力於促進台烏交流合作的公民外交平台,亦關注烏克蘭去殖民化的進程。他曾在提供難民教育的德國教育科技新創Kiron工作,也曾於黎巴嫩Saida執行教育計畫;在西班牙巴塞隆納自治大學就讀期間研究教育政策,在台碩士論文則是專研台灣原住民語言教育。
A Ukrainian activist living in Taiwan. Contributor for ‘Taiwan Stands With Ukraine’ movement, and the Coordinator of Ukraine+Taiwan Forum, a citizen diplomacy platform that promotes closer ties between the two countries. Oleksandr’s interests align with the efforts of Ukraine’s decolonisation. He previously worked at Kiron, a German ed-tech startup providing free education for refugees, and went on a teaching project in Saida, Lebanon. Most recently he studied education policy at the Autonomous University of Barcelona and wrote his master’s thesis on the issues of indigenous language education in Taiwan.

唐紋/Candia Tong
唐紋為現居台灣的香港人權工作者,也是漂紅樹療遇協會共同創辦人、《如水》雜誌副秘書長。她自2019年起協助流亡來台的香港抗爭者尋求政治庇護,在沒有明確庇護機制的台灣,與個案、工作夥伴一步一步摸索向前。在倡議台灣庇護制度法制化的過程中,除了面對硬邦邦的法條以外,也關注流亡者的身心狀態,希望台灣可以成為一個重視人權、有法治精神且開放包容的國家。
Candida Tong is a Hong Kong human rights defender, co-founder of Healing for HK, and deputy secretary-general of Flow HK Magazine. She has been helping asylum seekers from Hong Kong in Taiwan since 2019. Taiwan doesn’t have a refugee screening or protection mechanism, but Candida and her colleagues are trying to find a better way to support their clients. Advocating for an official asylum system, she focuses not only on rigid laws but also on physical and mental well-being. They hope that Taiwan can become a country that espouses human rights, respects the rule of law and welcomes those forcibly displaced.

難民路徑|Refugee Path
難民路徑(Refugee Path)自 2021 年由朱筱琪(Hsiao-Chi Chu)與胡鈞媛(Chun-Yuan Hu)成立,為了讓更多人關注難民議題,整合團隊成員過往於強迫遷徙/難民學科與研究的專業背景、遊走於各地之田野實地與策劃工作坊的經驗。自2021年起我們舉辦了多場以不同案例分享的難民講座和工作坊。於 2022 年在開始發起台灣難民週活動,將難民路徑成為討論難民問題的平台,共同尋找改變難民議題的途徑。
Refugee Path was established in 2021 by development practitioners Hsiao-Chi Chu and Chunyuan Hu. Through team members’ combined research experience in forced migration and fieldwork in different countries, Refugee Path was created with the hope of building a collaborative based, knowledge-sharing platform in Taiwan. We have held nine online interactive co-writing workshops since 2021. In 2022, we decided to organize a refugee week in Taiwan. Refugee Week Taiwan will be held each year as an open forum to discuss the current challenges and opportunities for refugees in Taiwan and beyond.
