活動簡介|Introduction

已經拆除的兩處「澎湖越南難民營」位在臺灣海峽,是洲際移民史中幾乎無人知曉的過往。1977-1988年間,澎湖曾經收容過51艘難民船。這些越南及越華難民的生命經驗,不存在於當代臺灣的歷史書寫,也未曾登錄在聯合國體制的全球難民救援紀錄。本片導演劉吉雄因曾在澎湖當兵,2003年於難民營拆除前開始進行現場紀錄的「搶救拍攝」,並陸續發展為《澎湖難民營三部曲》的影片計劃。

The two demolished Vietnamese Refugee Camps in Penghu (on the Taiwan Strait) are generally unknown, even to the migrants from continent to continent. From 1977 to 1988, the camps in Penghu had sheltered Vietnamese boat people from 51 refugee boats. However, signs of the life experience of these Vietnamese and Vietnamese-Chinese refugees have neither existed in the historical writing of contemporary Taiwan nor been registered in the record of humanitarian aid for global refugees.

Asio Liu Chihsiung, the director of this documentary, had served in the army in Penghu. In 2003, he started a field recording plan to “salvage” the camps via images on the eve of the demolishment. It has been gradually developed into a project titled Penghu Refugee Camps Trilogy.

👉 劉吉雄|Asio Chihsiung Liu

劉吉雄是紀錄片導演,也是講美難民檔案協會(CRAA)創辦人及理事長。他是台北電影節最佳實驗片、國家電影中心優良劇本首獎得主,作品曾入圍日舞影展短片及金馬獎最佳紀錄片。他拍攝中的影片計劃,是由國家文藝基金會所補助的《澎湖難民營三部曲》 : 《例外之地》、《金六刀》、《難民船》。此《三部曲》的起源,來自於他夢裡的所遭遇的不知名柬埔寨女性政治受難者。他的近作《次日死者》獲選為2019另類電影節(多倫多)最佳長片導演。

Asio Chihsiung Liu is best known for directing a biographical documentary on HUANG HAI-DAI, the legendary godfather of Taiwanese Puppetry born in 1901, for Discovery Networks Asia’s PORTRAITS TAIWAN (2007) series.

His directorial debut experimental film AND SHE WASN’T (2001, co-dir w/ Awei LIU) was shown at the 2001 Sundance Film Fest, and the documentary work, EXOTIC EXOTICISM (2007) officially screened in 2009 Documentary Fortnight at MoMA (Museum of Modern Art, New York, US).

He won the Grand Award in Excellence Screenplay Awards held by TFI (Taiwan Film Institute) in 2016 and is now working on “The PLACE OF EXCEPTION: Unknown Penghu Vietnamese Refugee Camps in the Taiwan Strait," which is one of the documentary trilogy initiated by an unknown Cambodian girl in his dreams.

His latest work, THE DEAD, THE DAY AFTER (2019), was awarded as Best Director in the Feature category of 2019 Altff (Alternative Film Festival, Toronto). He is also the founder and director of The Chiangmei Refugee Archive Association (CRAA).

難民路徑|Refugee Path

難民路徑(Refugee Path)自 2021 年由朱筱琪(Hsiao-Chi Chu)與胡鈞媛(Chun-Yuan Hu)成立,為了讓更多人關注難民議題,整合團隊成員過往於強迫遷徙/難民學科與研究的專業背景、遊走於各地之田野實地與策劃工作坊的經驗。自2021年起我們舉辦了多場以不同案例分享的難民講座和工作坊。於 2022 年在開始發起台灣難民週活動,將難民路徑成為討論難民問題的平台,共同尋找改變難民議題的途徑。

Refugee Path was established in 2021 by development practitioners Hsiao-Chi Chu and Chunyuan Hu. Through team members’ combined research experience in forced migration and fieldwork in different countries, Refugee Path was created with the hope of building a collaborative based, knowledge-sharing platform in Taiwan. We have held nine online interactive co-writing workshops since 2021. In 2022, we decided to organize a refugee week in Taiwan. Refugee Week Taiwan will be held each year as an open forum to discuss the current challenges and opportunities for refugees in Taiwan and beyond.
